She was the nefarious CEO of Kord Industries and desires the mechanic beetle that adheres itself to Jaime Reyes. Reyes uses the scarab to become the superhero Blue Beetle, but Kord wishes to use it for her own purpose: terrorism. She is the former boss of OMAC until he turn against her for the bomb strike upon his mother as well she lied to Ignacio, after his defeat by Jaime Reyes. Personality[]
Victoria is a corrupted, power hungry and greedy official. She intend to use the "Scarab" (aka Khaji-Da) to create weapons of mass destruction. She has no qualms of kill anyone who stand in her way in her desires of terrorism. She also lacked remorse for her actions.
She never cared about her family. She demonstrates this sentiment as she hates her father for passing his company on to her reckless brother instead of her. This made Victoria feel "overlooked" thereby developing a severe Inferiority Complex. Thus, Victoria held a grudge on her brother, Ted, and called him pathetic. She also has no love for her niece, Jenny and warned her to stay out of her way. She also intend to kill Jenny without a qualm or a shed of care/remorse, especially when she brought up "family".
Victoria was a very racist, seeing people of ethnic minorities (despite having one for a niece) as nothing but cheap labor and less than her when she calls Jaime "Edge Keys Trash". Her racism was so strong to the point that she doesn't care for their lives such as endangering the Reyes family in her raid for the Scarab or even bother to remember the names of her employees, often calling them with stereotypes like "Sanchez".
She is also a manipulative liar when she killed OMAC's mother in coldblooded and taken him as her henchman as well lying to him in order to cover up her crimes towards him. She viewed him as her pawn in her goals. After Ignacio's defeat by Jaime Reyes, Victoria tries to order Ignacio to kill Jaime and Jenny, but he refused as he realized the truth that Victoria killed OMAC's mother by ordering the bomb strike, causing Ignacio to turn against Victoria for lying to him.
In the end, Victoria is nothing more than a despicable coward when she begs OMAC to not kill her when her pawn finally found out the truth of his beloved mother's death as well Victoria was using him to do her dirty works by lying to him all these years, but her begging fell deaf ears as OMAC committed suicide to kill Victoria and avenge his mother.
