Joanne Hertz (Wendy Benson-Landes) is a snobby antagonists in the 1999 episode "Déjá Vu All Over Again" for the TV series "Charmed".
Joanne Hertz is first seen approaching Piper Halliwell (Holly Marie Combs) and Phoebe Halliwell (Alyssa Milano). Joanne lets Piper know that she is a former classmate of hers from Baker High School. Upon graduating, she moved to New York where she married a wealthy man. She convinced her husband to start up a cable network and put her in charge of it. That brought her to be working as a Segment Producer for The Food Network. It just so happened that Joanne was there at Piper's restaurant Quake to interview Piper.
Joanne walked up to the girls and told Piper that she would recognize her anywhere. Piper could not place her and thus listened while Joanne began talking about herself and her success. Joanne is very vain and self-centered, and loves to flash her diamond wedding ring around for all to see. With this, Piper froze the lovely lady and asked Phoebe what she was supposed to say to her, "that she was a cash-strapped single restaurant owner living with her sisters". Phoebe told her not to worry about it, she continued that Joanne was a "freak", and no one is that successful at 26 years of age. Phoebe finished up with, "Unfreeze that bitch in heals, we have a segment to film".
Phoebe and Piper were experiencing a terrifying time loop by a time sorcerer named Tempus. As a result, Phoebe was oblivious to this time loop, but Piper was experiencing this with the memories of each time interval. When Joanne came a second time, Phoebe was able to tell Joanne her name and that she was a classmate of Piper's. This was perplexing to Joanne, so Piper froze her, and received the scoop on Joanne and the time loop. Phoebe told Piper that "Joanne here is The Food Network Segment Producer, she's about to brag that she's happily married to some rich guy, how she's following her dreams, how she's had a really bad nose job.... O.K., I added that last part, but this is all going to make you feel like you are wasting your life in comparison". After unfreezing Joanne, Piper began to fill in the blanks on what she had been told, and Joanne was able to confirm all the facts. Phoebe had enough, and froze Joanne a second time. This time the girls walked right past Joanna leaving her there by herself.
Later when the time interval was coming around, Phoebe warned Piper that if she encountered a girl named Joanne from high school, to tell her "to stick it". When Joanne ran into Piper a third time, Piper explained that something came up and had to leave. Joanne took a look at the stain on Phoebe's top and made the snarky comment, "What, run out of marinara sauce?" This set Phoebe over the edge, and responded, "Look, I know I don't have the flashy job or the flashy ring or the flashy designer suit, but that doesn't make me less than you or anyone else. Just because I may not have realized my dreams yet like you think you have, doesn't mean that I won't find a way to do exactly that. But when I do, you can be damn sure that I'll be doing that with my own nose and one some discount doctor gave me." With that said, Piper walked away from the stunned Joanne, who looked around before feeling her nose.
We later learned that Piper quit her job at Quake and cancelled the segment of Joanne's show. She told Phoebe that it was Joanne who made her realize what her dreams were and that she no longer wanted to manage a restaurant, but ope her own, which drove her to open the P3 nightclub.
