Dr. Ilsa Hayden (Joan Chen) is an antagonist in the 1995 sci-fi film "Judge Dredd". Dr. Ilsa Hayden is a medical doctor with a background in medicine and psychology.
She testified at Judge Rico Dredd's trial as an expert witness - stating that Rico (Armand Assante) was not responsible for his actions due to insanity. She fell in love with him during her analysis. She later aided in his escape from the Aspen Penal Colony. When Rico returned to Megacity One, she began helping him with his crime spree. Her greatest criminal act was to access the Janus Project and replace the stored DNA of the city's Greatest Judges with that of Rico Dredd. She then helped Rico force-grow a batch of brainwashed Rico clones to aid him. She was later killed by Judge Hershey (Diane Lane) after Rico's death.
