Appearing in Top-Notch Comics #27 and obviously based on the Biblical queen, Sheba may be the only villainess of the '40s to have definitively won. A "white queen of ancient Ethiopia," she lives on an island and uses the power of the moon to inspire others to madness and takes a shine to the story's hero, a minor MLJ character named Firefly. In a story drawn by Warren King and probably written by Bill Woolfolk, they're last seen sailing away to rule Ethiopia together, Firefly helplessly trapped in a huge hourglass of Sheba's design. Unfortunately for him, escape was impossible, as, following the general shift at the company, the book became a superhero-less humor comic with the next issue.
