Sarah Lowell (Olivia Burnette) is a hidden plot-twist villainess of "SWAK," the penultimate episode of NCIS' second season (airdate May 10, 2005). She is the daughter of Lowell Pharmaceuticals CEO Hanna Lowell.
On February 8, 2001, Sarah went to a room at the Admiral Bay's Hotel in Annapolis, Maryland, and engaged in sexual activity with a man named Will. The activity in question included her being tied to a bed by her boyfriend as a joke after the former commented about how U.S. Navy midshipmen she saw downstairs looked cute in their uniforms. Furthermore, Sarah was still laughing on said bed when he went out of their room to get burgers and milkshakes for them. She waited a long time for Will's return, only to learn that he was killed by a hit-and-run driver.
As time passed, Sarah came to the conclusion that she and her family would face major embarrassment over being tied to a bed while she was naked. Subsequently, to cover up the truth, she falsely claimed that she was raped by one of the aforementioned midshipmen after being found by a maid—with the discovery taking place two days after her tryst with her lover. Her self-serving statements led to her mother becoming an enraged and vengeful villainess due to her fury over no one being arrested. Moreover, Hanna responded to what she believed was a cover-up by sending a deadly and genetically modified biological weapon to the NCIS headquarters, resulting in Tony DiNozzo being infected with the microbe during the episode's opening scenes.
Following her mother's arrest, Sarah was interviewed by Leroy Gibbs and Cassie Yates about what really happened on the night of her purported rape. She briefly continued to stick to her lies before finally confessing to everything. The two-faced woman shed tears during her admission, mainly over her deceased boyfriend instead of what her lies led to, though her fate beyond that was never revealed.
