Mrs. Silva was an unseen villainess mentioned in "Old Wounds," episode 3.03 of Blue Bloods (airdate October 12, 2012).
Mrs. Silva was the mother of Jordan Silva, who won a contest where he would serve as NYPD police commissioner for one day. Jordan displays some hostility towards commissioner Frank Reagan, and it is revealed that it stemmed from his mother's murder, which went unsolved, with Jordan stating that a detective who was on the case blew him off.
While Frank met with Jordan at a park, where Jordan was shooting hoops, he revealed the truth: Jordan's mother was a drug dealer. Though Jordan expressed shock and stated that his mother was a bartender, Frank revealed that Mrs. Silva was selling drugs on the side, including doing so during her job as a bartender. In addition, the evil Mrs. Silva was actually shot and killed by a rival dealer who believed she was moving in on his territory, and regarding the detective who "blew off" Jordan, a witness of his mysteriously disappeared.
