Mistress Pavlov (Wendie Malick) is the main antagonist of the 1998 The Secret Files of the Spy Dogs episode "Obedience".
Mistress Pavlov was a Russian hypnotist who lured people to her dog obedience school where she mesmerised them to do her bidding. She liked to make them behave like animals, and commanded them to give her their life savings.
The Spy Dogs found out about her plans and used a mirror to trick her into hypnotising herself. Ralph commanded her to never use her hypnotic powers again, and to go and be a good girl.
After this, she went to work as a waitress in a sandwich restaurant.
