Miss Morgan is the henchwoman of the piratical villain Jolly Roger, really Roger Payne, who has adopted the identity of a 17th century pirate called Sir Roger Window aka Jolly Roger. Just as Payne has adopted the identity of Window, "Miss Morgan" has taken on the role of Thalia Morgan, a real life henchwoman to the original Jolly Roger.

Story -" Jolly Roger."
Plot - Modern day pirate Jolly Roger tricks the baker Woo Fat into thinking he's millionaire Bruce Wayne. The cook buys a large number of precious gems and puts them in fortune cookies, supposedly for surprizes at a Wayne Manor party. Jolly Roger doesn't pay for the cookies , but steals them. The villain's base is an old galleon from the 1898 Gotham World Fair, still anchored in Gotham harbor, souped up with modern engines. Jolly Roger plans to sail to Hong Kong to sell the jewels on the black market.
Batman and Robin pursue Jolly Roger. At one point the Batcopter is shot down by the pirate vessel and the Dynamic Duo are captured made to walk the plank by Jolly Roger. Saved from a watery grave by Batman's hydrogen peroxide pellets, the heroes board the galleon again and fight Jolly Roger and his crew, defeating them all.
Appearance - Probably in her 20s, an attractive blonde with bobbed hair, wearing a red shirt, red cut off shorts and boots.

Role in the story - Miss Morgan isn't seen doing much to assist the villainy except warn Jolly Roger that the Dynamic Duo are aboard the ship and operate the Bat-Detector. In the main she stands around making sarcastic remarks to Jolly Roger, snapping at his "crummy" parrot and enjoying the criminality of it all.
Character - Miss Morgan is seen to be delighted when Batman and Robin are imperilled and seem to be about to die. She acts in a cowardly fashion when there seem to be any danger to her and, when the pirates are defeated, tries to get Batman to let her go free as - "I'm not a really BAD girl...misguided... I'll turn STATE'S EVIDENCE! I'll RAT on my Friends!" When Batman says he'll do his best to get her a light sentence, Robin responds - "Sure, about TWENTY YEARS!"
