Mandy is a recurring antagonist from the popular television series 24. She is portrayed by actress Mia Kirshner.

Despite appearing in only 7 episodes of the series (as well as a brief appearance in the game), Mandy is one of the show's longest running antagonists. She has appeared over three seasons of the show and is one of the few 24 villains who remain at large.

Day 1: Assassination Attempt on Senator David Palmer[]

Mandy debuts in Season 1, Episode 1 ("12:00 a.m.–1:00 a.m."), as a professional mercenary and assassin for hire. Operating under the alias Angela P. Elliott, she boards Flight 221 from Berlin to Los Angeles with a covert mission to help eliminate Senator David Palmer, a presidential candidate.

  • She seduces and kills freelance photographer Martin Belkin, stealing his press credentials.
  • After successfully switching Belkin's ID, she plants and detonates a bomb aboard Flight 221, killing all 243 passengers, including Belkin, to cover her tracks.
  • Mandy parachutes out of the plane before the explosion and delivers Belkin’s credentials to Ira Gaines, the terrorist coordinator.
  • She remains elusive after her escape and does not reappear in the rest of Day 1, but her initial actions kickstart the day’s central conspiracy.

Day 2: Bioterrorism and Palmer Attack[]

Mandy resurfaces near the end of Season 2 (Episode 24: "6:00 a.m.–7:00 a.m."), contracted by elements within a shadowy cabal trying to manipulate U.S. foreign policy and incite war in the Middle East.

  • She carries out a biological assassination attempt on now-President David Palmer during a public campaign event.
  • Using a toxin derived from Cyanophyta, she covertly coats her hand with a fast-acting virus and shakes President Palmer’s hand, infecting him.
  • Palmer collapses shortly afterward; while the virus causes a severe reaction, he survives thanks to swift medical intervention.
  • Once again, Mandy disappears without capture, her true identity still unknown to Palmer’s security team.

Day 4: Alliance with Habib Marwan[]

Mandy's most substantial screen time comes in Season 4, in which she works with terrorist mastermind Habib Marwan, the central antagonist of the season.

  • She helps orchestrate the kidnapping of Secretary of Defense James Heller and his son Richard, part of a multi-pronged attack on the U.S. government.
  • Later in the season, she reappears to capture Tony Almeida, former CTU agent and husband of Michelle Dessler. She lures Tony by feigning distress, ambushes him, and holds him hostage.
  • Mandy uses Tony to negotiate safe passage with CTU. Her condition: a full pardon for all past crimes, including the Palmer assassination attempt and the plane bombing.
  • CTU agents Jack Bauer and Curtis Manning eventually apprehend her. Though Jack opposes any deal, President Charles Logan, under pressure, grants her a full presidential pardon to extract information on Marwan.
  • Following the deal, Mandy disappears from the series and is presumed to be at large, making her one of the few characters to outmaneuver CTU repeatedly.
