Laura Washington (Erica Luttrell) is a villainess from Arrow episode 5.08, "Invasion!" (airdate November 30, 2016). She is an evil scientist who stole high-powered technology, including a regulator that Felicity was looking for.
Laura used the stolen technology to become a powerful supervillainess, and she was encountered by Wild Dog at an abandoned warehouse. Laura fired a shot at Wild Dog, and dominated him in battle before she was taken down and defeated by The Flash and Supergirl. The group of heroes retrieved the regulator, but Laura's fate after the battle remains unknown.
