Estelle Brady (Kimberly Brooks) is the villainess of "Worst in Show", episode 2.05 of Be Cool, Scooby Doo! (airdate November 17, 2017). She was a renowned inventor and a regular competitor in Vander-Grauff Dog Show, which she entered with her dog Doby.
Fred Jones encountered Estelle and Doby at the dog show's VIP room, as Fred and the Scooby Gang were investigating reports of a houndbeast terrorizing the show and scaring away competitors. During their conversation, Estelle revealed that she had been competing with Doby in the show since it's beginning and simply enjoyed the fun of competition, not the prospect of winning.
But in actuality, Estelle had a deep desire to win the competition and resorted to underhanded methods in order to assure Doby won. To do so, the evil Estelle disguised one of her inventions as a houndbeast and had Doby commandeer the vessel to terrorize the competition, wanting to scare away competitors and give her dog a better chance of winning.
In the episode's climax, Scooby Doo and Daphne Blake were attacked by Doby during the talent portion of the contest, during which they performed a dance routine. With the help of the remaining dog competitors, Scooby was able to subdue Doby and he was unmasked, leading to Estelle's villainous reveal as well. Estelle attempted to flee, but was quickly grabbed and handcuffed by the police. As she was led away, Estelle proclaimed that she and Doby would've won the competition if it hadn't been for Scooby and Daphne--but nonetheless gave praise Scooby and Daphne's routine.
