Chlorine (Candace Kita) is the main antagonist in the 2002 made for TV family comedy, "Top Dogs: Little Heroes 3".
Chlorine is the head of an international criminal gang that is attempting to steal a top secret microchip that contains codes to nuclear warheads.
A couple of her henchmen are arrested after a high-speed chase, and are unable to unload the microchip before they go to jail. The criminals end up being placed in the same jail as Slick and Carny, a couple of bumbling fools. Slick and Carny are about to be released, so the henchmen place the microchip in some slop and feed it to them. However, the bowls get mixed up and the criminals don't know which one ate the chip.
Chlorine is waiting outside the prison to nab them along with her sumo-sized henchmen. They kidnap the dimwitted pair and take them to Chlorine's high tech lab to force the chip out of them.
Samson and Hercules, two dogs owned by the Burton family, attempt an incredible rescue. In one scene, Hercules bit Chlorine in the butt, and she drops her samurai sword.
Later, the dogs intercept the handoff of the chip to their clients by swallowing the micro chip and running off.
The climax is set against a parade of thousands in Downtown Los Angeles, and an outrageous Sumo Championship.
After the criminals are arrested, the dogs and Carny and Slick embrace and high five.
