Carla, aka Tammy Jean Jessup (Sofia Pernas), is the main villainess from "A Decent Proposal," episode 1.04 of Quantum Leap (airdate October 10, 2022).

Tammy Jean Jessup was introduced as a woman who, in 1981, was being pursued by bounty hunter Eva Sandoval (who served as the subject of Dr. Ben Song's leap in the episode). As the episode revealed, Tammy missed a court date regarding unpaid parking tickets, and when Eva appeared at the door, Tammy attempted to pay her off and give a sob story to convince her to let her go, only to be turned down both times.
During the pursuit, the group--which included Eva's co-worker/boyfriend Jake, as well as a hologram of Ben's fiancee, Addison Augustine (the latter only being seen by Ben) ended up in the middle of a confrontation between Tammy and a pair of gunmen, and after escaping, Tammy revealed that the men who were after her were members of a drug cartel known as La Serpiente, and the reason centered around Tammy's boyfriend, Zack, who had been selling drugs at his club, Carte Blanche.
Tammy claimed that both she and Zack were planning to testify against the group, but despite this, Tammy disappeared, leaving Jake, Ben, and Addison to realize that she was heading to Carte Blanche to save Zack. The group arrived to find Zack tied to a chair being confronted by La Serpiente, while referring to Tammy as Carla, who began her heel turn by berating Zack and revealing her knowledge over his plan to give up the cartel and reveal her as the leader. Zack pleaded with Carla and denied the claims, but in response, Carla shot Zack to death and sent her henchmen after Eva and Jake, cementing Carla's heel turn in the process.
As Addison revealed to Ben, a file in the present day revealed suspicious that a woman was the true head of La Serpiente, which completed Carla's reveal as the leader, and in the episode's climax, Carla was shown taking a briefcase containing money, a gun, and a passport out of her locker, as the villainess was planning to escape to Mexico. She later saw that her henchmen were detained by police, and after seeing Eva and Jake, the evil Carla appeared and held the latter at gunpoint, threatening to kill Jake if she wasn't allowed to escape.
During the confrontation, Jake mentioned how he and Eva first met at Christmas time, with Eva (as well as Ben) recognizing Jake's statement as a message, as Jake's gift to Eva was a taser. Eva took out the taser and shot it at Carla's briefcase, which allowed Jake to handcuff and arrest Carla, with Addison revealing that the villainess ended up convicted of Zack's murder and her other crimes.
